A traditional August celebration of the inspirational character Dr. Syn had to be altered in Dymchurch, England, because the town couldn't obtain liability insurance. According to legend, the swashbuckling Dr. Syn braved enemy troops to deliver food on horseback to starving villagers. Without insurance, however, Dr. Syn had to be portrayed as a walker.
